How to Apply
- 1Verify you're a first-time homebuyer (no current home ownership) with HOUSEHOLD income (everyone 18+ in the home) ≤120% Utah County AMI.
- 2Confirm minimum financials: FICO ≥650, housing expense ratio (PITI + HOA) ≤47%, total DTI ≤50%.
- 3Get pre-approved for a fixed-rate FHA, VA, or Conventional first mortgage from a traditional lender. (You can apply for MAP at the same time you seek pre-approval.)
- 4Find a home within Eagle Mountain city limits — must be owner-occupied; co-signers who won't live in the home are not allowed; married couples/partners must apply together.
- 5Complete a free Homebuyer Education Course (Fannie Mae or Freddie Mac course is acceptable; can be done after MAP approval but must be done before closing).
- 6Submit application by the 15th of the month with: federal tax returns, proof of income, bank statements, all-debts documentation, proof of identity & citizenship, $1,000 minimum contribution proof.
- 7Determine your tier: Tier 1 (Eagle Mountain City / Alpine SD / Utah County / Unified Fire / CUWCD employees) → forgiveness in 3–5 years. Tier 2 (other public employees, educators, law enforcement, fire, medical, veterans, active-duty military) → 5–10 years. Tier 3 (general applicants) → 10–15 years.
- 8Within each tier, lower-AMI applicants get higher priority. Eligibility notification within 15 business days after the application window closes.
- 9Receive up to $25,000 at closing as a 0% interest deferred/forgivable second mortgage.
- 10Stay in the home — selling or renting within 2 years incurs a $2,000 penalty plus prorated repayment. After your tier's forgiveness window, submit a Loan Forgiveness Request (forgiveness is NOT automatic) with proof of occupancy and (Tier 1/2) employment verification.
